It is the intent of the county to use this C-1 zone district to recognize those types of commercial uses which have been found to be compatible with residential land uses. These uses by their nature are small, nonintensive, quiet and designed to be located within a residential neighborhood. The C-1 zone district is therefore consistent with the residential designation of the county general plan land use element.
