Upon receipt of the recommendations from the planning commission, the board of supervisors shall set the matter for public hearing and shall give notice thereof by one publication in a newspaper of general circulation within the county at least ten days prior to such hearing. The board may approve, modify or disapprove any recommendation of the planning commission. Any modification of the proposed ordinance or amendment shall be referred back to the planning commission for a report and recommendation. Within ninety days from the date of receipt, the board of supervisors may adopt the proposed amendment or any part thereof. The board of supervisors by resolution may abandon any proceedings for an amendment initiated by its own action, provided that such abandonment may be made only when such proceedings are before such body provided that any hearing of which public notice has been given shall be held.
