A leash law area is established in the county. The leash law area shall comprise all paved, oiled or graveled roadways, whether public or private, and the adjoining property to a depth of one hundred fifty feet. It is unlawful for the owner or keeper of any dog, licensed or unlicensed, to allow such dog to be within the area while unattended, except when upon the property of the owner or keeper of the dog. For purposes of this section there is excluded from the definition of "property of the owner or keeper" property in common ownership and easements for ingress and egress as set forth in Section 8.04.260.
