All new utility distribution facilities (including but not limited to electric, communication and cable television lines) installed in and for the purpose of supplying service to single family and/or multi-family residential subdivisions or developments of five or more dwelling units or to commercial subdivisions or developments shall be placed underground when specified to be within a district, as described in Section 15.04.010, with the exception of:
A. Poles or electroliers used exclusively for street lighting and
B. Equipment appurtenant to underground facilities, such as surface-mounted transformers, pedestal-mounted terminal boxes, meter cabinets and concealed ducts which may be installed above ground.
