Prior to the issuance of a permit for public sewer construction, the applicant shall furnish to the district:
A. A cash deposit in an amount estimated by the district manager to be sufficient to guarantee restoration of all existing utilities, pavement or other improvements situated within affected public rights of way and
B. A bond or cash deposit in the amount estimated by the district manager to be fifty percent of the cost of the public sewer construction, to guarantee the correction of faulty workmanship or the replacement of defective materials for a period of one year after the date of acceptance of the work.
