All moneys which have been on deposit in the trust account for a period of six months or longer, including interest earned thereon, shall be distributed on December 31st of each year to nonprofit organizations selected by the franchisee for public access television programming within the franchise area. Such nonprofit groups shall meet the minimum requirements established from time to time by the franchising authority for such organizations.
