Development which exists on a parcel at the time of the application of this chapter to that parcel shall be considered a nonconforming use. Any property owner/applicant considering an expansion of or change in such development should consider the rezoning of the property pursuant to Section 21.11.060 to determine whether the project would be consistent after rezoning. Where such a rezoning is not found to be feasible, an application may be submitted pursuant to Section 21.48.050(E) which shall include the supplemental information required by section 21.11A.050.
